Hilltop Moves Forward W/ Master Planning Project & Needs Community Input

The Hilltop Campus Village gathered a steering committee on January 9th, 2025 to talk about the process, the time frame, and the survey for their neighborhood master planning project.  Key members of the public representing the City, neighborhood stakeholders, property owners, and residents were invited.  

The Hilltop Campus Village master plan project is key to the future of the organization and future development in the neighborhood.  The goal of this document is threefold: to be used as a blueprint for the future of this important corridor in Davenport; to be used as a development and investment tool to entice interest in the Hilltop; and to be used as a tool for the Hilltop Campus Village Main Street Organization that it can measure success with.  

“Since last summer we have been working to put the pieces together to move this project forward.  We are still waiting for some cushion funding, but are excited to move this project forward so that we have something to share with the public next summer” states Executive Director Brian Kramer.  The Hilltop Campus Village has secured funding from the Hilltop Business Association, Ascentra Credit Union, National Trust for Historic Preservation, and the Regional Development Authority.  The Hilltop Campus Village has hired Streamline Architects to facilitate and create the master plan.  

The first step in this process is community input.  The Hilltop’s Steering Committee will be circulating a survey to the community in the coming weeks.  The Hilltop is asking the community to provide feedback through the survey.  They will be circulating the survey through stakeholders and area organizations.  “So please if you see a sign with the QR Code, or you receive a link via email, please take a moment to fill out the survey and provide us with your thoughts” states Kramer.  The Hilltop will be circulating the survey throughout January and February of 2025.  Once they feel they have a comprehensive pool of data, they will engage the community in a number of charrettes (focus groups) to formulate and articulate a comprehensive vision for the Hilltop Campus Village.  

“It is important that we have feedback from the community on what they would like to see and what they feel would be meaningful improvements to this area of Davenport.  I think a major theme in our public discourse at the moment is that there is a feeling that people do not have a voice in these decisions.  This is an opportunity to provide feedback on this very specific area of Davenport” stated Kramer.  For more information please stop by hilltopcampusvillage.org/masterplanproject/

The Hilltop Campus Village neighborhood is the area of Davenport that starts at 5th St. and ends at Lombard St.  It is sandwiched between Ripley St. and Perry St.  and encompasses all of St. Ambrose University and Palmer College of Chiropractic.  

The Hilltop Campus Village was formed in 2009 with the mission of revitalizing the central corridor of Davenport.
