Hilltop Campus Village Master Plan

Background:

The Hilltop neighborhood did not have a Master Plan for development.  The HCV is mentioned in many planning studies, but nothing concrete about this neighborhood is ever mentioned.  A strong foundation in revitalizing this part of Davenport is a master plan that will lay out amenities that the neighborhood would like to see, that the neighborhood can use to advocate for public capital investment, and entice private investment in greenspaces in the neighborhood. Our Master Planning Project:

The HCV commissioned Streamline Architects. Over 350 citizens and stakeholders participated in creating the Master Plan. This included 277 survey responses and holding 6 different community meetings to present and receive comment from the public.

Streamline Architects designed a wonderful document that highlights the concerns that we received through our outreach activities. Those concerns highlighted safety, wayfinding, and placemaking. Additionally, addressing the concern that the Hilltop is massive, the Team drafted a “Kit of Parts” and a Developers guide to the HCV, to help articulate consistency and to provide valuable tools in the future.

Fundraising:

The base cost for this project is around $35,500.  We raised $60,000 through grants and sponsorship from the City of Davenport, the Regional Development Authority, The Hilltop Business Association, Ascentra Credit Union, and the National Trust for Historic Preservation. Due to the success of this fundraising, we are able to seed our future concurrent projects. It is our intention that these first phase and long term projects will help seed future investment both privately and pubicly.

Our Master Plan

Through our work, the HCV has produced a document that will help articulate a vision for this neighborhood by helping lay out public/private projects that the HCV. can undertake and advocate for over the next 5. 10 and 15 years. This plan will also help us build a more strategic plan that as an organization we can measure success by. Finally, it will be a sales tool for future investment.
